How are rates determined?

Electric Rates
Huntsville Utilities is a distributor of electric power purchased from the Tennessee Valley Authority (TVA). Electric customers are billed a fixed availability charge that corresponds to the customer class (residential, commercial, industrial etc.) and a variable usage charge based on meter readings collected each month. The electric rates change periodically based on fuel costs associated with TVA’s cost of operating the generation plants on the system. All of the electric rates used in billing Huntsville Utilities’ customers have been reviewed and approved by the Electric Board before going to the Huntsville City Council for final approval.

Water Rates
Huntsville Utilities tests, treats and distributes water from underground aquifers and from the Tennessee River. This water is purified in accordance with rules and regulations of the Alabama Department of Environmental Management (ADEM) and the Environmental Protection Agency (EPA). Water rates are driven by the costs associated with testing, analysis, purification and distribution. Water customers are billed a fixed availability charge that corresponds to the size of the water meter and variable usage charges based on meter readings collected each month. All of the water rates used in billing Huntsville Utilities’ customers have been reviewed and approved by the Gas/Water Board before going to the Huntsville City Council for final approval.

Gas Rates
Huntsville Utilities purchases gas from a number of suppliers, with supply produced onshore and offshore. Two major pipelines transport natural gas for distribution to Huntsville Utilities. Natural gas is a commodity, and as such, the rates fluctuate according to market variables. Gas customers are billed consumption charges based on monthly meter readings in addition to a fixed availability charge. All of the gas rates used in billing Huntsville Utilities’ customers have been reviewed and approved by the Gas/Water Board. Huntsville City ordinances do not require gas rates to go to City Council for approval.

Huntsville Utilities works with most of the Madison County Water Systems, the City and County Sanitation Departments and the City Water Pollution Control Department to provide our customers with a single bill each month. We provide shared billing services in order to save on postage, paper, payroll, benefits, computers, vehicles and insurance while giving you the convenience of one stop service and a single monthly bill.

Commercial Rates

Applicability: Commercial, industrial, institutional where the customer’s contract demand is 5,000 kW (kW = kilowatt) or less.

Character of Service: Alternating current, single- or three-phase, 60 hertz. Power shall be delivered at a service voltage available in the vicinity or agreed to by Distributor.

1. If (a) the higher of (i) the customer’s currently effective contract demand, if any, or (ii) its highest billing demand during the latest 12 month period is not more than 50 kW, and (b) customer’s monthly energy takings for any month during such period do not exceed 15,000 kWh:

Common (Master) Metered Accounts

A. In the instance of using water through a common meter, whether for separate units or buildings, houses occupied by more than one family or persons involved in separate or different businesses, the Monthly Consumption Charge shall be based upon the rates shown above for individually metered accounts, and the Availability Charge shall be $12.34 per unit, family, or business, except

B. Where common meters serve six (6) or more units, families, or businesses, the charge shall be $1.71 per 1,000 gallons. In addition to the above, there will be an availability charge per month of $12.34 per unit.

Fire Line Charges
A monthly charge of $10.04 per inch diameter will be applied to each fire line connection, together with the established charge for any water consumption as set forth herein.

Commercial & Industrial Compressed Natural Gas Fueling Station Rate, Class CGM-41
(effective July 1, 2013)

This transportation schedule is available to commercial and industrial customers contracting to transport not less than 15,000 cubic feet per day of natural gas as metered by Huntsville Gas Systems that will be sold by the customer for use in fueling motor vehicles and other equipment and vehicles that utilize natural gas as a fuel.  The natural gas under this schedule is to be used as and for a fueling station for motor vehicles and other equipment and vehicles that utilize gas as a fuel and shall not be used, resold, or shared with any other person or entity.  Transportation service under this schedule may be interrupted for any cause as determined by the city.

Dark Fiber Rate Schedule

Character of Service: Dark Fiber Lease within the Distribution Fiber Network or on the Fiber Backbone Ring. Lit Fiber services are available to any department or agency of the City of Huntsville and any public school located within the corporate limits or police jurisdiction in the City of Huntsville. All services require separate Lease Agreement.

DEFINITION OF LEASE COMMITMENT THRESHOLDS

“High Density/High Volume Distribution Network” means a lease commitment and agreement passing no fewer than 80 Qualifying Addresses per mile of fiber (excluding the Backbone Fiber) or no fewer than 40,000 Qualifying Addresses in total. Qualifying Addresses defined in individual Lease Agreements. Each Qualifying Address represents either a Multiport Service Terminal (MST) or Network Access Point (NAP) monthly payment. End points served from this network are subject to a 32:1 split ratio.

“Low Density/Low Volume Distribution Network” means a Lease Commitment and Agreement passing equal to or fewer than 80 Qualifying Addresses per mile of fiber (excluding the Backbone Fiber) or fewer than 40,000 Qualifying Addresses defined in individual Lease Agreements. This rate is also subject to a minimum of 1,000 Qualifying Addresses. Each Qualifying Address represents either MST or NAP monthly payment. End points served from this network are subject to a 32:1 split ratio.

“Point to Point Fiber” means a lease commitment for a dedicated single fiber. Ring configuration may be provided with two separate fibers. If any path requires additional construction there will be a one-time Aid to Construction fee for that work.

“Education” means any City of Huntsville School within the boundaries of the City of Huntsville.

“City Facility” means any building, facility, or operational site used, managed and operated by the City of Huntsville.
