Budget Billing Huntsville Utilities' Budget Billing Program is a payment plan designed to allow for budgeting of your utility bills by making levelized payments consistently throughout the year. By equalizing payments, customers pay less during the high use months (Summer and Winter) and more during the low use months (Spring and Fall). The Budget Billing Program is not designed to save you money nor is it designed for customers that may need to make payment arrangements on monthly bills. For a customer that has been at a location for a year, the Budget Billing amount is determined by taking an average of their twelve (12) months billing history. Customers with less than 12 months history at a location may contact our Customer Service Department at 535-1255 to determine their Budget Billing payments. To begin the program, participants' accounts must be current and meet a payment criteria. Budget Billing accounts are monitored with catch-up reviews in May and October. On the May bill, all accumulated arrears are paid. If a credit has been accumulated, the customer has the option of using it to lower next year's Budget Billing payments or receiving a refund. Any Budget Billing account which has a debit balance, at Huntsville Utilities option and upon notification to the customer, may be revised at any time. PRIMETIME SENIORITY (Delayed Net) This program is designed to assist customers that are 62 years of age or older by delaying their net due date until the 5th of each month. To qualify, the utility account must be current and billed in the same name as the applicant applying for Primetime Seniority. The applicant must provide legal identification (i.e. Drivers License, Social Security Card, Non-Drivers Id) and complete an application. SOCIAL SECURITY ACCOUNTS (Delayed Net) This program provides a fixed due date of the fifth of the month for customers receiving Social Security benefits. They can pay on or before this date without incurring a penalty. To qualify, the utility account must be in the name of the person receiving Social Security benefits. The applicant must provide legal identification (i.e. Drivers License, Social Security Card, Non-Drivers Id) and verification of disability income. At the request of the account holder, a concerned friend, relative, or designated third party will be notified of possible interruption of electric service. This additional notification allows a third party to be notified of any problems prior to interruption of the utility service.
